Tormod, tried your most recent package xserver-xorg-video-radeonhd_1.2.3+git20081030.a36896dd-0ubuntu0tormod~hardy_amd64.deb
and the problem is still there. Pop-up shows brightness values from 0-100%, but no change in light intensity.

lshw shows the following for the video controller:
*-display UNCLAIMED
                description: VGA compatible controller
                product: M56GL [Mobility FireGL V5250]
                vendor: ATI Technologies Inc
                physical id: 0
                bus info: pci at 0000:01:00.0
                version: 00
                width: 32 bits
                clock: 33MHz
                capabilities: vga_controller bus_master cap_list
                configuration: latency=0

Brightness control worked with ATI's proprietary driver.
