qtoctace already recommends octave3.0-htmldoc.

Changing the recommends to a depends doesn't fit the description of
depends: "Use this if your program absolutely will not run (or will
cause severe breakage) unless a particular package is present."

Furthermore all recommended apt-frontends defaults to installing the
recommended package as well AFAIK.

Which package manager did you use to install qtoctave? And which version
are you running?
