[Bug 299429] [NEW] 'espeak' dependency in 'stardict' should be optional

Public bug reported:

'sudo apt-get install stardict' installs the espeak plugin, with a host
of dependencies. Plugin installation should usually be recommended or
suggested, but never required. Especially when heavy dependencies are
implied.
