[Bug 298709] [NEW] ntfs-config should be moved to /sbin

Binary package hint: ntfs-config

Hi all, 
 ntfs-config right now resides in /bin while the program itself requires root permissions . 

$ ntfs-config

** (ntfs-config:24753): WARNING **: Error : This programm need to be run
as root.

So either it should be moved to /sbin or/and give users the right to run
this program (atleast to see)

Another minor issue it should be program not 'programm'
