[Bug 298206] [NEW] unmet dependencies, yet still in the repositories

Public bug reported:

When attempting to install this package or idle3 package, you are presented with an error detailing unmet dependencies.  When you look at the package detail page here:
http://packages.ubuntu.com/intrepid/idle3
it clearly states that the dependency is not available.  Isn't the point of the repos to eliminate this nuisance?  why even include packages, if there are known to be missing dependencies?  I am sure there is a work around.
