[Bug 294194] [NEW] requestsync: Not detecting sponsoring requiresments correctly

Binary package hint: ubuntu-dev-tools

In ubuntu-dev-tools 0.46 requestsync should detect that I need ubuntu-
universe-sponsors subscribed to sync bugs (Bug #130648) but fails to do
so. From the feature request bug, I'm guessing this is because I have an
@ubuntu.com email address. Instead of subscribing u-{u,m}-s, in
subscribes ubuntu-archive-admins, who shouldnt be subscribed until the
sync has received an ACK from a sponsor, which messes up sync workflows
for ubuntu-universe-contributors.
