[Bug 312680] [NEW] sip-tester package upgrade to latest stable

Binary package hint: sip-tester

Current version of sip-tester included in Intrepid is:  2.0.1-1.2

sip-tester is originally named "sipp" by its authors:
http://packages.debian.org/testing/comm/sip-tester
http://sourceforge.net/project/showfiles.php?group_id=104305

The latest available version of sipp is 3.1, so would be nice to have
the ubuntu package upgraded to this latest stable version, as the 2.x
series lack a lot of functionality.
