Try downgrading to Flash 9 if it worked for you. Try downloading and
installing the package at http://packages.ubuntu.com/hardy-updates
/flashplugin-nonfree . You can also try gnash, it works well for some
people (it's in the repositories). In both cases you will need to
uninstall your current flash player.

The Intel driver does work with the 945GM chipset, otherwise you
wouldn't be able to use compiz. The problem, if anywhere, lies within
the flash player, which only Adobe can fix.

Perhaps you mean "gnome-display-properties"?

On my Acer Aspire One I get 250 FPS, so yours is doing quite well.
