[Bug 310213] [NEW] README.debian does not explain how to activate vimoutliner addon

Background
----------------
As per the Debian packaging policy for vim addons ( http://pkg-vim.alioth.debian.org/vim-policy.html/index.html ), new addons are not activated automatically upon installation but have to be activated by the system administrator or user using the 'vim-addons' command.

This is sensible but can cause a problem where the user is not aware of
this procedure to be followed.  The user just knows that he installed
the addon but it is not working.  See Bug #183810 for an example of
this.  (An internet search will generally turn up the solution for a
savvy user but this is not the user-friendly or correct approach).

To avoid this user-unfriendly situation, the Debian vim policy states
the following  (http://pkg-vim.alioth.debian.org/vim-
policy.html/x221.html):

" Since vim-addons is the recommended way of managing Vim addons
available in a Debian system, you should instruct your package users
about it. You should hence put a Recommend: vim-addon-manager to your
addon package and provide a suitable README.Debian with basic
instructions about how to use it. See Section 1 for a template where to
start from."

The current README.Debian file  does not implement this recommendation
(it does not mention vim-addons at all) and causes further confusion by
seeming to imply in the very first sentence that the addon should be
automatically installed:

"1) Do not, I repeat, DO NOT follow installation instructions in
   the upstream vo_readme.txt. It is not necessary (Debian
   package should do all installation itself) and locations of
   many files has been changed to follow needs of one centralized
   installation and to be according to the Debian policies."

Suggested nature of the fix
------------------------------------
As per the relevant part of the Debian vim policy referred to above, the README.Debian should briefly explain at the beginning of the document how to use vim-addons to activate the addon and the addon package should Recommend the vim-addon-manager package.
