Andres, thank you for following this bug :)

The problem is the same in Intrepid except for one thing:

In hardy the led used to blink 6 seconds and then another 6 seconds then
the image appeared, with Intrepid it blinks 3 seconds and another 3
seconds then the image appears. I tried with ekiga 3.0 the led blinked
for three seconds and the image appeared directly.
