I have also checked with a different MPG file with the same result. So I assume it's not a VOB related issue.
Additionally, I tried writing both file types to 'image file' rather than my DVD burner. I still got the the 'burn' button greyed out on the burn panel.

I wonder if the problem is related to the codecs I have installed - I
have all the usual ones needed to play DVDs, RM files, etc etc,
