I do NOT have Pulseaudio installed, and get the same error. I use
Fluxbox with Ubuntu Studio and a Soundblaster Audigy. I do not believe
that this bug is a duplicate of bug #178895, as this is not relating
directly or specifically to Pulseaudio.

I got Audacity working by have Playback set to OSS and Recording set to
'JACK: system'. It did not make any difference to Audacity whether JACK
was running or not.

However, without changing anything whatsoever, when I pressed 'record' a
second time (after the first recording was successful), I got the "error
while opening sound device" message again. This time, I had to change
the Recording option to ALSA: default. There were no music programs
running, no interruptions, and nothing likely to upset the general sound
setup, except for Kate and Pidgeon IM (which had no messages or activity
during the Audacity recording). Audacity was not re-started or
interrupted. I also experienced this bug previously with GNOME and Xfce.
