Ok, apparently I hadn't read the report carefully enough. Still,
everything works fine here:

> sudo apt-cache policy python-numpy
python-numpy:
  Installed: 1:1.1.1-1
  Candidate: 1:1.1.1-1
  Version table:
 *** 1:1.1.1-1 0
        500 http://de.archive.ubuntu.com intrepid/main Packages

So I guess your problem is somehow in your system setup.
