Ok, apparently I hadn't read the report carefully enough. Still,
everything works fine here:

python-numpy:
Installed: 1:1.1.1-1
Candidate: 1:1.1.1-1
Version table:
*** 1:1.1.1-1 0
500 http://de.archive.ubuntu.com intrepid/main Packages

Python 2.5.2 (r252:60911, Oct 5 2008, 19:49:54)
[GCC 4.3.2] on linux2
Type "help", "copyright", "credits" or "license" for more information.
>>> import numpy
>>> import numpy.random
>>> numpy.random.normal(0.5,0.25)

So I guess your problem is somehow in your system setup.
