Basic connectivity established through ODBCon 8.04 to a local SQLite3
db; presume repeatable for 8.10.

The original error concerned ODBC on 7.10 to a Pervasive DB on Windows,
but I don't have the setup to reproduce that anymore; I assume its okay
and would happily close the bug report.
