I see your point, but moving the program to /sbin won't solve the basic
problem, since /sbin is in the default $PATH environment variable for
bash in Ubuntu, which is the default shell.

connor at compy686:~$ echo $PATH
/home/connor/bin:/usr/local/sbin:/usr/local/bin:/usr/sbin:/usr/bin:/sbin:/bin:/usr/games

This same problem applies to many programs, for example, synaptic.  You
will get a similar message when you open synaptic from the terminal
without (graphical) sudo/root privileges (though synaptic actually lets
the program continue executing).

At your discretion, I think we can close this bug unless you wish to
pursue removing /sbin from the default $PATH as well?  I don't think
this would happen, and besides, these programs at least tell you that
they need sudo/root privileges.
