OK, thanks for the clarification.

I'll try to get some answers from someone related to the openvpn
portion then.  I've filed the following
https://bugs.launchpad.net/ubuntu/+source/network-manager-openvpn/+bug/305584
to try to get some answers.  At the least the panel is non-intuitive
and has no instructions.
