[Bug 305186] [NEW] cannot create Ubuntu 6.06 VMs

Due to changes in copy_settings() in plugins/ubuntu/dapper.py, Dapper is
no longer installable. Dapper does not have console-setup or tzdata, so
vm-builder fails.
