Appears to be the same as
#126003 Please add package fpc-src
But that bug is said to be fixed. Well it isn't fixed in Kubuntu/Xubuntu
8.10 (or current updates).
BTW Just installing the missing package(s) isn't sufficient - the
Lazarus IDE Environment Options FPC Source directory needs to be filled
in (with /usr/share/fpcsrc/2.2.0/).
