[Bug 145895] ppaput confuses users

Public bug reported:

Binary package hint: ubuntu-dev-tools

ppaput follows up on bug reports stated as closed in the changelog. Fine
so far. But the instructions it gives are for the sponsors but not
clearly marked as such. Thus users try them out and fail because it does
not install a package but only download the source of it.
