[Bug 148526] submittodebian should follow Bugs/Debian/Usertagging

Hi,

submittodebian should really follow
https://wiki.ubuntu.com/Bugs/Debian/Usertagging , so that bugs filed
this way are trackable.

The problem is that reportbug doesn't support adding pseudo-headers. It
seems that the easiest solution would be to stop using reportbug (there
isn't much point in using it anyway) and directly write and send the
mail.
