[Bug 163454] what-patch does not ignore commented lines

Binary package hint: ubuntu-dev-tools

what-patch does not ignore lines, which are commented.

E.g. with "#include /usr/share/cdbs/1/rules/dpatch.mk" you'll get
"dpatch".

I'm attaching a patch to fix this.
