[Bug 163307] Re: Bluefish does not apply new preferences until exit

Edit > Preferences sets the default encoding for files, which are opened
and which encoding cannot be determined. It does not set the Encoding
for the current document. This is done via the Document > Character
Encoding. However, this also seems to be refused.

I forwarded this to upstream BTS.
