That looks fine! I'd just change the bugs section to point to 
https://bugs.launchpad.net/ubuntu/+source/ubuntu-dev-tools/

Also, you don't need to compress it. dh_installman will do it for you.

And for getting this in, subscribe u-u-s, and ask them to include this
in the ubuntu-dev-tools bzr branch (it's team maintained by ~ubuntu-
dev).
