Yes, I think Firestarter should be renamed to "Firewall/Routing
configuration" and put to System->Administration menu - Categories line
in firestarter.desktop should be like this:

Categories=System;Settings;Network;

Btw, firestarter.desktop should be not in
/usr/share/gnome/apps/Internet/ but in /usr/share/applications - this
folder is for .desktop files in GNOME 2.x

Also another problem with desktop launcher is still not solved -
firestarter.desktop file still uses gksudo instead of gksu, in
firestarter.desktop should be:

gksu /usr/sbin/firestarter

This is because gksu package is in sudo mode as default in ubuntu, look
at bug #30057 for more info
