[Bug 35979] Problem with redraw when scrolling upwards

Public bug reported:

After a system upgrade to Dapper nedit behaves weird when scrolling
upwards, instead of drawing the correct text one or a few of the top-
most lines gets drawn repeatedly in the whole window. The text get
properly rendered again when any input that causes a complete redraw is
activated e.g. Select all (Ctrl-A) or a Minimize-Restore of window. This
behaviour is also seen in designer-qt3.
