 Yes, it is. The merge happened before 2.6.9-rc2.

 The UML patches distributed on the official site by Jeff Dike contain,
in this case, just experimental features or new patches not yet merged
in the vanilla kernel (at least for now). For instance, the hostfs
rewrite is currently not merged in mainline.

Is this package missing because the kernel already has it merged?  (Just
a guess)
