[Bug 52611] asterisk: voicemail problems are undebuggable

Public bug reported:

When something goes wrong for a user trying to use the voicemail
application, specifically with entering their mailbox number and/or
password, it's impossible to find out what's gone wrong and/or why
without resorting to adding printfs to the source code.  This really
shouldn't be necessary, it should  be possible to change the debug level
for the voicemail app and get useful info back (like you can with 'sip
debug' for example).
