[Bug 29592] libgal2.4-dev is uninstalable: broken package

Comment:
libgal2-dev is ready to be demoted to universe, that's why it's not
installable right now, the -dev package is in main, the real lib package
is in universe, so this doesn't work.

Will be resolved, when everything is universe, or everything is in main.
