How is this severity Normal? There doesn't seem to be an official Ubuntu
bug priority policy that I can find (please direct me if it exists), but
the general defintion for Critical found on most bugzillas is:

Critical        crashes, loss of data, severe memory leak

Even Major is:

Major   major loss of function

As the program doesn't start up at all, I think this is definitely
Critical. Especially for a major financial package. People and
businesses deal with their finances daily.
