There are some relevant HIG guidelines:

I'd recommend avoiding the use of technical terms like SIP, VOIP/Voice over IP, H.323 etc if possible. However, VOIP is being used as a marketing buzzword, and some people might identify with this.

So maybe 'Ekiga VOIP Internet Phone' and a tooltip like:

'Make phone calls to friends and family over the Internet'
