Yes, bad idea, because webapps have a faster release cycle (or actually no release cycle), and that's really bad for a distribution with setteled release cycles.

As we are talking here about phpmyadmin, it's better for the server admin to roll out this application by himself, just because of security reasons.

Please, don't argue with "user friendly distro". Phpmyadmin is a webapplication, it belongs into the server class, but it's really not worth it to update every 3 to 6 weeks by the server team or motu group.
