Seen in one comment in the Debian BTS: 
"Your build environment is not a dependency of Anjuta - it is part of the base system that Anjuta can use. It is not Anjuta's fault if the base system is not properly configured or is lacking development packages. True, Anjuta could do better at explaining these problems but the real problem is outside Anjuta's control and can be difficult to identify in a generic manner."

So it looks like upstream would possibly not be interested in any  missing dependency issues.
