Why is that a reason for rejecting the bug? If you install xli then you would likely also want to be able to run it from the command line (even though it's an X application, it only makes sense as a command-line tool, because it requires the file to display as an argument).

The real bug might be that it's being installed in the wrong place, but I know it used to work as expected up until roughly when I upgraded to Breezy (or installed a new Breezy system from scratch -- I don't remember the exact genealogy of my boxes any longer).
