I have a similar problem in that Ubuntu only thinks I have one CPU (intel), but I can't use the SMP kernel (i686) because it crashes with a null pointer dereference when it tries to boot.

With the single processor kernel /proc/cpuinfo still shows both of my processors though... but the Device Manager application does not seem to be aware of the other processor.

This is on Breezy and the Dapper beta.
