[Bug 39843] spamd doesn't start if no external network interface is configured

Description:
spamd listens only on localhost, so it should start when lo interface is
up. Insted of that it dies with error:

spamd[5416]: Error creating a DNS resolver socket: Network is
unreachable at /usr/share/perl5/Mail/SpamAssassin/DnsResolver.pm line
202.
