Speaking as the upstream Debian package maintainer...

The main problem with building module packages for every kernel is that the set of kernels is constantly changing and the build machinery required both involves a ton of packages and very, very frequent changes to track the kernel revisions.

In other words, it's a huge amount of work, particularly to do properly for every architecture supported by Debian.

A better direction to pursue would be to develop a better way of handling module packaging for all external modules, since this is a problem that everyone runs into.  There have been some discussions of this, but nothing that has achieved results yet.
