[Bug 1903] tvtime no longer can change frequency of tv capture

Upgrading just the tvtime package did _not_ solve the problem.

  Initially I get a blue screen and 'No signal' message.  I have to run xawtv to
change tuner frequency, and then if I exit xawtv and launch tvtime, it shows the
tuned channel with no problem whatsoever.  Only channel tuning stopped working..

I didn't upgrade the kernel yet, though; there's a 2.6.12-9 but I still have
2.6.12-8.  I'll try upgrading kernel later today.
