[Bug 1903] tvtime no longer can change frequency of tv capture

Yesterday, I uploaded a new tvtime, this should be latest upstream. I took it
from debian unstable. This was needed to fix ftbfs and xinerama issues.

Can you please check if this bug is still valid? It should be fixed with this
version, too
