[Bug 321] kbd package conflict with dependencies of base-config

Comment:
This appears to be a bug with base-config.  Specifically, base config could
depend on "... , console-tools | console utilities, ...", rather than "...,
console-tools, ..." unless there is a specific dependency not captured by the
console-utilities meta-package.  The kbd package does not appear to require
modification.
