[Bug 2029] Xfig cannot find its app-defaults file

Xfig is universe, so malone is the correct place.

The problem is the XLOADAPPSDIR in Makefile.noimake 
which is set to $(LIBDIR
)/app-defaults.

It should be hardcoded to /etc/X11/app-defaults and after this, adjusting the
install stuff in debian/ dir.
