[Bug 3513] build1 is missing the actual perl module

Greetings,

The build1 package can be fixed by adding a file called 'install' that
contains one line:

usr/lib/perl5

This will instruct the dh_make scripts to install the files located in that directory into
the package.

I have compiled and hosted a package at:

http://cl.naist.jp/~eric-n/debian/dists/breezy/universe/binary-i386/

with source located at:

http://cl.naist.jp/~eric-n/debian/dists/breezy/universe/source/

Feel free to use it as a reference.
