I found the problem.

It seems that the base package, or the one that I had after a hoary
install followed by a network dist-upgrade to breezy, doesn't contain an
/etc/apt/sources.list repository entry for "breezy-updates universe"

After manually adding this element, the mozilla install was sucessful.

My sources.list now reads:

 deb http://us.archive.ubuntu.com/ubuntu breezy main restricted universe
 deb http://us.archive.ubuntu.com/ubuntu breezy-updates main restricted universe
 deb http://security.ubuntu.com/ubuntu breezy-security main restricted universe

Is this a bug in the breezy distribution upgrade and updates
procedure(s)?  And if so, where should a new bug report be opened?
