No, and it looks to be something with the dh_installdocs call in postinst.
/usr/share/doc-base/python-rpy-doc.doc-base refers to :
Index: /usr/share/doc/python-rpy-doc/manual_html/index.html
Files: /usr/share/doc/python-rpy-doc/manual_html/*.html

The problem is that the package seems to install nothing into that
directory
