That particular file is found at /usr/share/eclipse. It's a
configuration file so it makes all the sense in the world to leave it at
/etc/eclipse. And it should be a personal thing: I have my particular
needs for Eclipse, that doesn't mean all other users of this system, who
don't have to deal with projects with hundreds of thounsand of LoC, will
want Eclipse to use most of their RAM.

Even so, that doesn't appear to work so well because having the same
project open with only the .ini configurations and with the -vmargs
settings has very different results. I won't say this isn't an upstream
bug (if it's a bug at all) but any user should be given a choice for
memory settings instead of having system wide preferences set by someone
else.
