I am seeing this as well on a fresh Ubuntu breezy install.  nscd
2.3.5-1ubuntu12 uses the directory /var/run/nscd to store a pidfile and
socket.  If you happened to already have this directory you'll be fine,
but if you don't nscd won't start.

Steps to reproduce:

Stop nscd and uninstall it
Remove /var/run/nscd
Reinstall nscd

Now try to start nscd and notice that it won't.
