It's not required, but it's quite desirable. Allowing multiple people to
translate in a single file is the perfect recipy for encoding breakage,
translation omission and other kinds of badness that has been experienced with
desktop and debconf templates in the past.

Doing a single translation in a single file is the way to go, and intltool helps
with this.
