[Bug 4403] grace: merge new debian version

    The ubuntu patch is just about tighten defoma build-dependency.
    However as hoary, breezy, dapper all have a defoma version that
    satisfy this requirement, the versioned dependency can be dropped.
    Therefore a simple sync from Debian 1:5.1.18-4 would suffice.

    I've confirmed that 1:5.1.18-4 builds fine in a dapper pbuilder.
