[Bug 4574] fam: merge new debian version

Ming makes a good point on the name of the libfam binaries.  The debian
bug referenced above points out that debian brought in a libfam0c102
when it wasn't really necessary and that has created some difficult
situtations for future versions of the package.  Ubuntu has libfam0.
apt-cache does not show any packages that have an rdepend on
libfam0c102.  I think we should keep the fam libs named libfam0 and
libfam-dev for ubuntu.  Any other thoughts?
