[Bug 3330] Within the BitTorrent application, "Upload" tab, the status options "cap uploads" & "cap upload rates" cannot be changed until after the previously downloaded file portion has been scanned when resuming a download.

Is this really a bug on the frontend - gnome-btdownload - or bittorrent
itself? Can you try via the commandline or another frontend?
