[ubuntu-za] Banned ip address?

It's Ubuntu 14.04 and some apps did install from the repositories.

When I tried to install Xiphos Bible guide, the first attempt was met 
with "unable to download packages, check Internet connection" now it 
says "packages from untrusted source"
